The main objectives were to provide a center for experimental work and to diversify Aruban economy by encouraging and developing agriculture, with particular reference to horticulture, husbandry and fisheries. In the course of time the experimental station on the former property 'Santa Rosa' became a center with both local and national responsibilities.

Within the Department of Agriculture, Husbandry and Fisheries the Section of Rain-dependent Agriculture is responsible for the undermentioned tasks:
a. Reclamation of arable land for agricultural purposes
b. Land preparation for rain-dependent agriculture, i.e. clearing, ploughing and/or disk-harrowing
c. Precision-drilling of row crops
d. Retention of precipitation in reservoirs (dams or tankis)
e. Delivery of water from the reservoirs to smallholders/farmers
f. Extension work
g. Erosion-control
h. Advice and feasibility-assessment of projects
i. Constructions
j. Cites advisory work
k. Phyto-sanitary service (Plant-quarantine Service)
l. Well surveying.
